What this cluster makes
Hosur sits forty kilometres from Bengaluru's airport and pays Tamil Nadu wages. That arithmetic built a belt of two-wheeler and electronics assembly along the Krishnagiri corridor, and it is now the state's centre of gravity for electric-vehicle manufacture. The cluster's advantage is proximity without the Karnataka cost base; its exposure is that the same proximity makes Bengaluru, not Chennai, the labour market it competes in.

Workforce and skills
ITIs at Hosur and Krishnagiri supply assembly-line intake; the gap is in battery-systems and power-electronics technicians, currently drawn from Bengaluru at a wage premium.
The constraint
Water is the binding constraint: the cluster draws on the Kelavarapalli reservoir and competes with Bengaluru's periphery for the same catchment. Time-to-clearance for a new large facility is faster than the state median, but power reliability in Phase II peaks below assured load in the pre-monsoon months.
