The differentiator
The cluster is the unit the state actually runs on.
Guidance’s district page is Census-2011 vintage and economically thin. Nothing in the government estate models a cluster as a unit — its firms, its facilities, its workforce, its commitments and the share of them that actually arrived.

Four things nobody occupies
The cluster layer
Tamil Nadu's story is Hosur, Oragadam, Tiruppur, Coimbatore. Nothing anywhere models a cluster as a unit.
The realisation tracker
MoU → land → clearance → commissioning → jobs. Nobody closes the loop — so nobody learns whether anything worked.
An open API and datasets
There is no API anywhere in the six-site government estate. Arivu ships the first.
Tamil as a data layer
Others publish Tamil prose. Nobody publishes Tamil data — field labels, units, table headers, all bilingual.
Guidance sells Tamil Nadu. Arivu measures it.
A promotion agency cannot publish a falling number or a binding constraint. An evidence institution must. That distinction is the entire licence to operate — and it is why this platform publishes the constraint alongside the opportunity, and the lapsed commitment alongside the realised one.
