What this cluster makes
The state's southern port-industrial complex — a deep-water port, a chemicals and energy base, and the site of most of Tamil Nadu's announced green-hydrogen and offshore-wind ambition. More of its economy is announced than built, which makes it the sharpest test of the realisation tracker.

The constraint
The gap between announced and built is the widest in the state — most of the green-hydrogen figure is a memorandum, not a foundation. Coastal-regulation-zone clearances and water for electrolysis are the binding, and rarely stated, constraints.
